Abstract
The author expresses the spirit of constitutionality as a multi-angle and multi-level concept. Judging from the aspects of administration, freedom, democracy and religion, its contents may fall into conflicts with each other. Generally speaking, public security constitutionality belongs to the administrative constitutionality. It is based on the angles of administrators, hence, it may conflict with other contents of the spirit of constitutionality. This thesis mainly discusses the conflicts and proposes a solution from two aspects.
