Evaluation on Development of Agricultural Circular Economy and Optimizing Regulation of Liaoning Province

Based on the 4R principle of agricultural circular economy,the paper establishes index system of agricultural circular economy development from the economic and social output,resource reduction,resource recycling and the establishment of agricultural resources and environmental safety.A comprehensive evaluation of agricultural circular economy of Liaoning Province from 1991 to 2011 was made by using entropy coefficient. The results show that: agricultural circular economy of Liaoning Province from 1991to 2011experienced two stages: slow stagnation and rapid development.The level of agricultural circular economy is continuing growing.The impact of obstacles of agricultural circular economy in turn are economic and social development,resources in reducing,recycling of resources of Liaoning Province in 2011.Finally,according to evaluation results,the paper provides regulation of agricultural countermeasures optimization of circular economy development.
