On Ways to Enhance the Ability of Civil Servants in Administrative Reform Perspective

To enhance the capacity of civil servants is not only the necessary requirement for strengthening the Party’s ruling ability,but the reliable guarantee of scientific,democratic and law-based governance and to implement the scientific concept of development.It is also an effective shortcut to push forward reform and opening up.The civil servants’ themselves and their public administrative activities form the two basic dimensions of civil servants’ ability.Comprehensively enhancing the civil servants’ quality based on their ability dimensions,we need to perfect the organizational and personnel mechanisms in order to accommodates the level of modernization,to strengthen the civil service training mechanism and carry out rotation system,so as to improve the administrative efficiency by sounding performance appraisal.
