Abstract
Talent training is a fundamental task of the institutions of higher learning. Euduction and teaching quality is a lifeline to a university. Talent training quality improvement is a system engineering. College and university should have a definite guiding ideology and reasonable location about how to develop itself. From the ideology of total quality management, college and university should strengthen the design of talent training target and plan, the construction and the input of teaching resources, the management of teaching process, and the control of the links about the feedback of the university graduates from the society and the employment departments, constituting a closed system of talent training quality management.
