Abstract

To reinvent a new government with characteristics of service, cheapness and high efficiency, P.O.Korea reform takes measures against the defects of executive machinery, managing system as well as administrative culture. Some concrete practices in reform involve reorienting government functions, breaking the conservative personnel custom, setting up agency system, experimenting evaluation of effectiveness, contracting out some programs of public service. This reform tells that the validity of organization readjusting depends on the support from other relating links of administrative system, the validity of the reform of administrative system depends on the support from other reforms such as political and economic ones, the participation of citizen and experts is an important factor to promote reform, and the result of local government reform is mainly effected by the nation's choice of political and administrative system.
