The price reform of nature resource calls widely attentions of our government,academia and all works of life.In this paper the double failure of market and government are the fundamental reasons for the price distortion of nature resource and factors.On the basis of analyzing the corporation behavior and governmental behavior which influence the price of nature resource,it studies the root and mechanism of nature resource price distortion.Thus it tries to figure out the equilibrium market price,and achieve a better and quicker development of the macroeconomic.
