On the Role of Industrial Cluster Plays in Promoting the Development of County Economies——based on the Research of the Development of Industrial Clusters in Leling

The author puts forward that the industrial clusters is one of the economic phenomenon formed in the light of economic globalization. It is also important for the construction of the economic basic space and embodies the prospective and competitiveness of the economic development in a country or region. Since reform and opening up, we have made great achievement in the development of industrial cluster which plays an important role in promoting the development of regional economies and becomes one of the important means in promoting the upgrade of regional economic structure and giving full play of county advantages. We have laid solid foundation for the development of industrial cluster in Leling, Shandong province. While developing the traditional industrial cluster, there are also some emerging industrial clusters developed. The competitiveness of industrial clusters and country economies are promoting each other very well. And the trend of the interactive between these is very optimistic. Certainly, there are also some shortages and problems with this, such as the limited space for further development, the difficulties in financing, the not enough capacities for innovation, the weak role leading enterprises play, and the imperfect socialized service system. To promote the further development of the industrial clusters, we should, first, attract more foreign investment and accept the industrial transformation; second, strengthen the independent innovation; and third, cultivate and develop the industrial clusters by planning and taking advantage of local resources and the existing enterprises.
