Abstract
The service-oriented government is one supported by brand-new service concept, full of vitality, and pursuing constant development and progress. With people first as its core, the whole efficiency of the government’s work and service as the centre, and the coordinated development of three civilizations as the goal, it establishes the government management system which is market-oriented and characterized by public service, forming the mechanism which contributes to the rational distribution of social resources and creating public opinions and cultural environment which contributes to inspiring various factors of production. Constructing the service-oriented government is the need of the development of market economy, is the objective requirement of practising Three Represents.
