Abstract
This paper establishes a drainage service pricing model,to meet two main objectives below:1)Refund WB loan;2)Drainage Development Corporation assumes sole responsibility for its profits or losses.Users are classified by willingness/ability to pay,and every user class has a tariff coefficient,thus a basic tariff.On the basis of the basic tariff,we can adjust the tariff of every user class with time.
