Abstract

The goal of building a was first proposed by local governments.In March,2005,the goal of constructing was approved by the Third Session of the Tenth National People's Congress.However,in academic field,the interpretations of the service-oriented government are contradictory.So this theory was not mature enough and it creates some confining factors when the wants to construct the government.An analysis is made to discuss the basic features of government.And some limiting factors are discussed when the is constructing the based on our national conditions.
