Reality and Future of China's Judicial Reform ——On the Annual Reports of the Three Judicial Reforms

Abstract

As one of the entry point of the reform of political system,Judicial reform may bring the smallest shock and solve many problems,so it should be much concerned.Since 2008,Politics and Law Committee of the CPC Central Committee has made overall arrangements on deepening judicial reform,courts,procuratorates,public security bureaus,judicial and administrative departments promote reform with a low-key under the overall planning.By the end of 2011,most of the 60 reform tasks have been completed.The three Chinese Judicial Reform Annual Reports help the civil view the Chinese judicial reform in the past three years.The reports have acknowledged a number of judicial reform initiatives,but a new round of judicial reform has also been severely criticized.The reports argue that judicial reform facing some problems,such as the slow pace,power missing,interest group barriers and so on,which are closely related with the political system,the political logic of the reform and people in the absence of.Fortunately,China's judicial reforms have crossed the crossroad which determines the direction.Only when China starts the next round of substantive reform of the judicial system,takes the political techniques and strategies and introduces public participation in power of bottom-up,can he eventually walk towards a fair,efficient and authoritative,independent socialist modern judicial system.
