Abstract
At present, when northeast China old industrial bases are in a stage of breaking a new path, system dislocation is the question at the core restricting the economic development of northeast China. We must rely on system innoration to reinvigorate northeast China, that is to say, under a good condition of policy, we should solve some basic problems from angle of system.
