Abstract
For those foreign businessmen intended to invest in the west, a prior issue is investment environment in the western regions in that the qualities of investment environment have great influence over the motivation, practice, quantities and qualities of investment. The western regions have a stable environment, the unity of various nationalities, abundant mineral resources and unique resources for tourism, thus forming favorable investment conditions for foreign businessmen. However, there are many unfavorable factors such as weaken infrastructure (highways, railways, telecommunication systems), backward productive force, sluggish economic systems. To encourage more investment, central government should grant the western regions more preferential policies than those in the east, while keeping awareness of the deviation of political competition caused by over-favourable policies.
