Starting in the late 20th century,in the process of rapid economic development,Liaoning as China's old heavy industrial base,its large number of industrial heritage is facing idle and disappeared situation.It is very important to develop industrial heritage and cultural and creative industries and reshape the urban characteristics.However,in the development process of cultural and creative industry based on the industrial heritage,the funding model is the focal point and difficult point,especially from public investment to private investment.It has a very important significance to relax restrictions on private capital entering,explore diversified financing channels for small and medium cultural and creative industry,and further strengthen support and regulation of government.
