Abstract
Traditional virtues has been difficult to adapt to the transformation of the social and moral desire,along with the rise of civil society,civic virtue came into being.Clarify the concept of civic virtue essential to explore the civic morality,the guidance of the government in this process,the guiding role of individual citizens' rights and obligations,the role of social organizations the application both play an indispensable important role.
