Construction of the framework of the theoretical system of Marine Function Zoning

By analyzing the theoretical foundation of marine function zoning,this paper reconstructs the framework of the theoretical system of marine functional zoning,which consists of marine functional zonation and coast conservation and utilization plans.In the framework,marine function zones are identified by the marine natural attributes,and coast conservation and utilization plans are identified by the marine social attributes on the basis of the marine function zones.The similarities and differences of the theory between construction and existing zoning are also analyzed.
