Abstract

The conventional higher education idea doesn't suit the demand of higher popularized education development any longer.With a practical study of the higher education,a novel idea of higher education based on quality-opinion has been proposed by understanding the meanings of higher education idea.And It will symbolize in the higher education goal,management,method,product and evaluation respectively.
