Discussion of some problems on accelerating universal service of electric power in market condition in China

More and more countries and areas put importance on universal service, because universal service is an important public policy in network industries. First, this paper anlyzes the status in quo of electric power universal service in our country. Then it discusses the influences of introducing competition on realization of universal service obligation of electric power since the electric power system reform started. It also proposes some concrete problems existed in the course of implementing the electric power universal service at present. By using experiences from other countries in power and telecom industry for reference and combining with actual circumstances in our country, this paper put forwards some implementation suggestions on accelerating our country's electric power universal service in market condition.
