The peculiarities of liberalization in Russia's electric power industry are determined by a number of specific factors. Proceeding from such a situation, one can formulate the basic principles of electric power industry reformation. The authors describe how, based on these principles, the specific objectives of Russia's electric power industry reformation and stages of their accomplishment have been formulated.
