Abstract

This report builds on the findings of a policy research project conducted in 1992-93 with funding from the Texas Department of Transportation and the Federal Highway Administration. The study is part of a three-year project coordinated by the LBJ School and the ur Austin Center for Transportation Research to investigate public policy issues related to Texas-Mexico multimodal transportation.
