Abstract

This report is the product of a policy research project conducted in the 1996-97 academic year with funding from the Texas Department of Transportation, in cooperation with the U.S. Department of Transportation, Federal Highway Administration. The study is part of a two-year project coordinated by the LBJ School and UT Austin Center for Transportation Research to investigate public policy issues related to state rail plans, policies, and programs.
