The panel members discuss the issues that arise from the combination of highway speed passenger service and the rail freight industry. Specific topics addressed are: (1) high speed rail and the rail freight industry joint use of rail freight corridors; (2) Conrail's perspective on the problem of the combination of high speed passenger trains and low speed freight trains; (3) the incremental approach for high speed rail development in the U.S. and the issues it raises; and (4) the case study of freight and high speed rail service and compatibility issues in the Empire corridor (New York City to the Niagara Frontier--to Buffalo and Niagara Falls via the Capital District, Albany, Schenectady area).
