THE STRATEGY TO PROMOTE THE EQUALIZATION OF BASIC PUBLIC HEALTH SERVICES IN CHONGQING

[Objective] To propose pertinent strategies and suggestion through analyzing the problems and difficulties in the promotion of equalization of basic public health services. [Methods] We reviewed and analyzed the Chongqing Health Analysis Yearbook(2003-2007) as well as the materials on Chongqing of the 3rd Nationwide Health Service Survey. [Results] There still were some problems in the promotion of the equalization: less attention from government,not good organization of public health system,the different capabilities of providing and enjoying health services in the urban and rural areas and the obviously different investment and so on. [Conclusion] Promoting the equalization of basic public health services should be done from fulfilling government's dominant responsibility on basic public health services,improving basic public health services system,establishing a sustainable and stable financial input mechanism,talent introduction and incentive mechanism,operating mechanism,performance appraisal and evaluation mechanisms in primary health care services institution,etc.
