Abstract

The development of rail transit services poses a critical question for metropolitan planning agencies. This article contends that, in decision making for metropolitan rail transit expansion, the shared characteristics of metropolitan areas that successfully operate light rail, commuter rail, and heavy rail transit systems suggest some overlooked criteria for evaluating the efficacy of proposed new rail transit projects.
