Abstract
Based on the traditional strategic model of metropolitan development and the theory of circular economy, we proposed a strategic model for metropolitan circular economic development. This model includes three components: the spatial structural strategic model (circular economic growth pole model, circular economic pole-axis development model, circular economic network development model and circular economic circle spacial structure model), the advantage-orient ed strategic model, and the technology innovation strategic model. We applied our model to the Jinan metropolitan area to create circular economic development plans.
