Abstract
This paper highlights the CECOM Electromagnetic Environmental Effects (E3) Program and its focus on owning the spectrum. The importance of viewing the electromagnetic spectrum as a commodity the management and control of which will be critical to our battlefield commanders' success is introduced. An overview of the historical importance and development of the spectrum is presented. The ever-increasing complexity of spectrum management and control is discussed in terms of efficient utilization by friendly forces and controlled denial of this commodity to enemy forces. This paper provides insight into how, with decreasing resources, Army acquisition managers, supported by their technical staffs with user input, will utilize nondevelopmental item concepts to acquire and field products that will perform well on the complex electromagnetic battlefield of the future. Examples of some CECOM/program executive office projects focused on owning the spectrum conclude the paper.>
