Abstract
Based on the maximum interest of the owner and contractor, this paper introduced mental accounting theory and the principle of timely incentive, and made use of which in the interface payment incentive management to the contractor ; in order to make sure of the incentive time and payment to achieve the greatest incentive effect to the contractor, this paper focused on a psychological point of view by building incentive model to make the two parties win-win.
