Abstract

The PCANS model is used to describe command and control (C2) organization in this paper, on which basic conceptions about C2 organizations is given and the C2 organization is divided into organizational processes and organizational structure. An approach to design C2 organizations is advanced, which includes two steps: designing organization processes and designing organizational structures.
