E = RS2: the new return of Government? A debate on the French experience

With regard to the triple thematic problem of the responsible Government, strategic Government and social Government, we are experiencing a certain kind of return of the Government in the life and management of the community—a return of the Government, but of a new Government, one which, using techniques developed, in particular, over the past few years of the last century, is renewing the customs of the Government, and, in cumulating the uses of the Government, represents an opportunity for a new economic recovery and a new effectiveness, based on dialogue with civil Society, a dialogue which is always fragile.
