Abstract

RCRA was the last step in a comprehensive system of regulation designed to ensure safe disposal of all potentially hazardous substances.Congress anticipated that the Environmental Protection Agency (EPA) would integrate RCRA with other environmental statutes, such as the Clean Air Act, 9 the Clean Water Act, ' 0 and the Toxic Substances Control Act," to plug the gaps in hazardous-substance regulation left by those other acts.1 2 EPA's primary responsibilities under RCRA include
