Abstract
In the recent years, in china, speeding is one of the most serious road traffic violations and is one of the main reasons that cause road traffic accidents. In 2007, the road traffic accident fatalities caused by speeding account for 14.06% of the total, ahead of the main reasons for the accident, so the treatment of speeding is the main task of the traffic control department. This article, from the point of view of expected speed of driver, studies the mechanism of its formation, and establishes the relationship model between speeding rate and traffic volume through the measured data in the field. The model can help traffic control department to identify road sections and time sections in which speeding happens very often. That will allow police to focus on control and improve law enforcement efficiency and reduce the cost of law enforcement.
