Abstract
The level of the development of services has become an important symbol that measures the degree of socialization of production and the market economy development in a country or region; it plays a decisive role in promoting industrial upgrading. By analyzing the process of industrial upgrading and the quantitative measurement of the rate, as well as the contribution of the industrial structure of the econometric, we can obtain that since the new century, China's industrial structure tend to rationalize and present the trend of "second third first", but the service level is lagging behind, to tackle this problem, corresponding measures and proposals will be put forward.
