Abstract
On the basis of description of soil water resources research, this paper discusses the evaluation content and methods of soil water resources. The research object is the liaoning province. The results show that the serious shortage of water resources in liaoning province, have high levels of development and utilization of water resources, as an important part of water resources, soil water accounted for 52% of agricultural water consumption.
