Research on Balance between Income and Expenditure in the Mode of Overall Covering by Medical Insurance in Dalian

The operation of medical insurance in Dalian has been stable since the implement of "Dalian Urban Employee Basic Medical Insurance Measure". However, some problems, such as huge fund cash surplus and incomplete covering, still exist. The purpose of this paper is to establish the predictive model of balance between income and expenditure of medical insurance fund, whose factors are policy factor and balance manner factor. And the predictive model is based on the mode of overall covering by medical health insurance. Finally the specific policy suggestions are made.
