Abstract

The 1992 Earth Summit in Rio de Janeiro was a landmark event that produced an outstanding blueprint for sustainable development. In preparation for last year's World Summit on Sustainable Development in Johannesburg, specific objectives and plans of action were put forth. However, the results of the Johannesburg Summit do not compare with the achievements made in Rio. Was the Johannesburg Summit a moderate success or a complete failure? The author argues that such an assessment depends upon one's perspective.
