Abstract Agenda 21 refers to the program adopted by 178 national governments at the United Nations Conference on Environment and Development (UNCED, commonly known as the Earth Summit) held in Rio de Janeiro on June 14, 1992. The title reflects both the item number of the Summit agenda, and the intention to look forward to the next millennium. Agenda 21 may be regarded as an ambitious “blueprint” for securing global sustainable development:
