Abstract
Based on the behavioral characteristics of city planning, the thesis makes a systemic analysis of the problems brought about in the practice of city planning and management in China. The focus of the author's research is mainly on four aspects: institution set up, programming system, policy and regulations, and operating mechanism. The aim of the thesis is to reveal the reasons that cause these problems and to provide suggestions for China's city planning and management which is at the stage of fast development and structural transformation.
