From Bureaucracy To Logocracy: (Based On Materials Relating To Soviet Society From The 1930S To The 1970S)

We must now reject in short order the temptation to analyze the phenomenon of Soviet bureaucracy in terms of existing theories. Both Weberian arguments and criticism of Western bureaucracy are entirely inapplicable to it, because Western bureaucracy functions under conditions of a law-governed society and in interaction with other, nonbureaucratic structures. Theories of so-called paternalistic bureaucracies in modernizing Third World countries are also unusable. These countries have not experienced such a radical social upheaval as ours has and therefore their bureaucracies are marked by a combination of rationality with traditional relations based on personal, group, and other attachments.
