Abstract
With passage of the Magnuson Fishery Conservation and Management Act (Magnuson Act) , 16 U.S.C. §§ 1801-82, in 1976, Congress unilaterally declared United States sovereignty and exclusive fishery management authority over all fish and Continental Shelf fishery resources, except highly migratory species, within what is now called the exclusive economic zone (EEZ) . The EEZ is the marine area extending seaward from the boundary of each coastal state out to two hundred miles from the baseline that is used to measure the territorial sea of the United States.
