According to the unique normal form of public sports services,there are necessary structures and tensions within public sports services.The author established a theoretical analytical framework for public sports services in such 4 aspects as public sports service orientation,public sports service modes,structures and policies,public sports service systems and mechanisms,and public sports service management.Public sports service practice systems include such 5 systematic structures as public sports service management system,public sports service planning system,public sports service financing system,public sports service providing system,and public sports service performance evaluation system.
