Abstract

The article reviews the history of the 63rd Street Tunnel and looks at alternate plans to best use the tunnel for the Queens/Manhattan transit improvements. A coordinated approach to service improvements and pricing incentives, including intermodal integration in fares and services, along with innovative use of the private sector for funding and service operation, can be seen as key elements in the plans.
