Industries and utilities can anticipate costs for fuel and pollution control to increase 20 percent or more as a result of new Federal air pollution regulations. Aimed at retaining air quality, the Prevention of Significant Deterioration (PSD) sets standards by geographic area and the New Source Performance Standards (NSPS) sets standards for specific polluters by allowing 0.2 pounds of sulfur dioxide (SO/sub 2/) per million Btus and 1.2 pound total. Pollution-control equipment is expected to be emphasized in the west, although the technology has not been fully developed. The low level of permissible SO/sub 2/ will require full scrubbers to be used in the west and will add significantly to pollution control costs.
