Abstract
A recent sufficiency rating scheme for secondary roads was developed as part of a contract with the Iowa Department of Transportation, completed in 1985. The resulting model has 14 rating criteria, representing the preferences expressed via a survey of county engineers in Iowa and local systems engineers in the Iowa DOT. A second survey, using a sample of road users in a rural test county, was conducted. It was found that a sufficiency rating model used by county engineers, based on the engineer survey results, would not be inconsistent with opinions of road users. Remaining unanswered is the question of whether the opinions of the road users surveyed (rural mail carriers, county sheriff's deputies, school bus drivers, and parcel delivery drivers) are consistent with those of other users of secondary systems.
