Abstract
Conventional cryptosystems are supposed to be used for the personal communication. However, the secure and effective communication system is more and more required for inter-organization cryptosystem. In this paper, we define the framework of the hybrid-type inter-organization cryptosystem and we propose a hybrid-type inter-organization cryptosystem using ElGamal cryptosystem.
