Abstract
This paper suggests that, in the reauthorization of the Transportation Equity Act for the 21st Century (TEA-21), the requirement that second offenders for drunk driving be placed on one year of hard suspension (and therefore not allowed to legally drive with an interlock system during that year) be changed. It recommends that 2nd offenders be allowed the installation of interlock ignition devices after 3 months.
