Abstract
Momentum transfer via Kirchhoff radiation of electrostatic electron and ion-cyclotron-harmonic waves contributes an enhanced collisionality far in excess of that given by the Fokker-Planck term in the existing neoclassical models. The resultant particle and thermal transport resembles the observed anomalous transport in ohmically heated toroidal plasmas. (orig.)
