Abstract
This article sets forth a concept of the gradual freeing of a significant part of the electric-utility industry from direct economic regulation which the author believes to be more practical than others which have previously been advanced for the accomplishment of the same end. It is a proposal for a broadening of the options for the movement of capital into and out of the generation of electric power. The resulting actual and potential mobility of capital might be relied upon to rationalize the valuation of capital assets employed in electric-power generation, their rate of return, and eventually the pricing of electricity. 3 references.
