Abstract
This paper describes the design concepts and procedures used in the selection of the composition of flexible pavements, and the requirements of materials which are used in their construction. Whilst based on the experience gained by the author in studying flexible pavements in Victoria, consideration is given to the broader aspects of the topic. Factors which affect the selection and performance of this type of paving, such as construction and maintenance techniques, and typical costs, are also discussed, thereby providing some guide to the advantages and limitations of flexible pavements. It is concluded that flexible pavements lend themselves to the use of low cost materials, a variety of construction techniques, staged development and relatively low cost maintenance methods, particularly for light to medium traffic loadings. Possible limitations are the sensitivity of many materials to severe environmental conditions, and the unproven performance of some types of flexible pavements under heavy traffic loadings (a).
