Оценивание образовательных программ в дополнительном профессиональном образовании в контексте Закона «Об образовании в Российской Федерации»

In the paper is analyses current status of educational program evaluation of additional professional education in Russian Federation. The differences between the higher education and additional professional education are pointed out by the author. Is accentuates necessity of monitoring the compliance of educational program with the planned educational outcome. Note the importance of the use of program evaluation as a control function for program management. The author substantiates the pre-emptive use of evaluation compared with other control functions: inspection, auditing, monitoring, research. The insufficient level of development of a modern legislative framework is noted, as part of evaluation of educational programs, as well as in the making formulation of the basic concepts. Is emphasizes the importance of educational program correct definition in the context of evaluating the quality of educational programs of additional professional education. The author criticizes the imperfection of the existing definition of the educational program and proposes a new definition of the educational program. System of criteria for the evaluation of the educational program is included in the definition of the educational program as one of the key elements for the first time. Also the author includes an explanatory analytical note in the definition of educational program. Analytical explanatory note should justify the choice of the theme and content of the educational program, as well as learning outcomes in accordance with the stated objectives. The question of the need to develop the institution of evaluation of educational programs in Russia is raised.
