LISTENING TO AMERICA: REPORT ON THE U.S. DEPARTMENT OF TRANSPORTATION'S OUTREACH ON IMPLEMENTATION OF THE TRANSPORTATION EQUITY ACT FOR THE 21ST CENTURY (TEA-21)

This report presents the results of the Department of Transportation's (DOT) 1998 outreach on the implementation of TEA-21. Throughout the course of that outreach efforts, in venues all across the country, state and local partners and stakeholders in the transportation system made comments and recommendations about how TEA-21 should be implemented, such as an investment in future; to rebuild transportation infrastructure; to improve safety and to protect the environment and improve the quality of life for everyone. The report is divided into two principle parts: Part 1 reviews the cornerstone principles of the ISTEA; it looks at the 1996 outreach effort, and how ideas gathered from that effort helped to shape TEA-21; it shows how ISTEA, TEA-21 and the USDOT's Strategic Plan together form a continuous and connected vision of the transportation system in the 21st century. Part 2 summarizes the results of the TEA-21 implementation outreach effort.
